What is a statutory civil servant?

Updated on

A statutory civil servant is a permanently appointed public sector employee: their status is set by regulations, not by an employment contract. In 2026: 7.50% and 3.55% (deductions from a statutory civil servant’s salary: survivor’s pension and health care). In Dutch: statutair personeelslid.

Definition of a statutory civil servant

They do not pay an employee’s social security contributions: 7.5% is deducted from their salary for the survivor’s pension and 3.55% for health care, instead of 13.07%. They are not entitled to the work bonus.

Their pension is a public sector pension; their holiday pay and end-of-year allowance follow their administration’s rules.
